Proposals must meet these prequalification criteria :
The Foundation is looking for programmes that will make a concrete and lasting improvement to the life of its target population.
Supported projects contribute to protecting the environment and rationalizing the use of natural resources.
Projects arise from specific findings that take into account both the needs of local populations and those of the land.
The Foundation lends support to appropriate and concrete actions whose results are measurable. The Foundation is looking to support ongoing projects, and encourages innovation wherever possible.
The Foundation supports participatory and partnership programmes. They are implemented in conjunction with identified partners. They encourage the emergence of or strengthen the capacities of those partners. The role of each partner is clearly defined.
The projects demonstrate that they are integrated within the national strategy of the country in which they take place.
The budget of the project has to integrate a line evaluation (costs for a mid-term and a final evaluation).
The Foundation demands to see accurate details of the budget and expenditure involved. It agrees to cover uo to 10% of administrative costs, inclusive of all head office support costs.
Even if the project is accepted by the Foundation, the agreement may not be signed unless 75% of the funding, including the contribution of the Foundation, is confirmed. In general, unless the context requires otherwise, in which case it will be justified, the projects proposed must take into account the following cross-cutting lines: - Gender Approach: Contextual analysis will take into account the particular vulnerabilities of women and the project will seek to reduce these vulnerabilities through empowering and strengthening their skills and their abilities, and will promote their real involvement in all stages and on all levels of the implementation of the project; - Governance: Through training, education and competence building, the project will seek to promote respect for human rights and the ability to assume the responsibilities of all the stakeholders (rights-based approach) as individuals, particularly the poorest and the most vulnerable, community or economic organizations and those in positions of power (institutional, economic, social, religious, …) ; - Impact of Climate Change: In the current context, it is no longer possible to design a project, especially for water and sanitation or food security, without taking into account climatic disturbances and their expected effects. The project will address these aspects, not only in design but also in its execution, focusing appropriately on adaptation to climate change.
